Leadership and management for IS&S is provided via the Office of the Chief Information Officer (CIO) position.
This position supports the CIO in a line management role with operational responsibility for Information Technology (IT) and Cyber Security at the Pantex Site in Amarillo, TX.
The Deputy CIO will report to the CIO and is responsible for managing a broad range of complex IT and cyber security activities.
This is a technical and managerial position and requires deep and current practical experience within IT and Cyber Security with progressive management responsibility demonstrated throughout the candidate’s career.
This position will be responsible for implementing the vision and strategic direction set by the CIO and for ensuring a low risk cybersecurity posture with the NNSA customer.
Major Duties/Responsibilities: Serve as the lead IT and Cyber Security Operations executive for Pantex IS&S.
Enforces IT and Cyber Security related policies and procedures.
Ensures service delivery alignment with the CNS Enterprise Architecture.
Ensures that the organization is maturing and continuously improving end user support via the Service Desk and robust ITIL processes.
Ensures that IT is effectively managing and maintaining networking and data center infrastructure to ensure highly available and mission critical services.
Ensures that IT is effectively managing the ERP system(s) and for supporting eff orts at consolidation between the sites.
Insures IT and Cyber Security are operating and implementing Cyber Security policies within IS&S systems which are compliant with DOE/NNSA policies and meets the policies and direction established by the CNS CISO.
Serves as the principal Point of Contact for all IT operational issues with CNS management.
Responsible for effectively managing licensing, subcontracts, and support services related to IT and Cyber Security.
Executes the budget as directed by the CIO and assists with budget planning.
Responsible for mentoring and developing CNS IT/Cyber Directors with a focus on maturing operational support and project delivery.
Participates in IT Governance as a seated member of the internal IS&S Investment ReviewBoard (IRB).
Establishes performance metrics for IT and cyber security and demonstrates efficient operations to the NNSA customer via established Contractor Assurance programs and robust Service Level Agreements (SLAs).
Supports the CIO in establishing staffing plans, technology roadmaps, and multi-year budget planning documents.
Responsible for the delivery of Pantex mission essential systems and services, at both the unclassified and classified levels, to support the CNS nuclear security mission.
Supports, consolidates, and enhances the cost effectiveness of the Pantex Application Portfolio while improving the user experience.
Responsible for supporting IT Service Management using the ITIL framework to include robust and documented processes, metrics, and an IT Service Catalogue.
Responsible for implementing rigorous Agile IT Project Management using PMBOK best practices and the federal requirements from DOE G 415.

Minimum 5 years of management experience.
5 years managing cross-functional, complex teams, delivering major IT projects and supporting a large customer base.
Ability to be on-site, at Pantex Monday – Friday during core business hours to support operational and management activities.
Job may require on call support in the event of an operational or cyber security incident.
Ability to travel (6+ weeks per year) to off -site locations to support DOE/NNSA mission requirements.
Q Clearance is required for this position.
If a Q clearance is not currently in place, the position is contingent upon the candidate obtaining a clearance from DOE/NNSA.
Preferred Job Requirements Ability to work autonomously, strong decision making, time management, communication, and customer service skills Strong operational background with demonstrated ability to establish and monitor SLAs, support mission critical operations, improve system availability, and manage within a highly regulated compliance environment Experience with Agile Project Management and rapid delivery of services using focused Sprints Demonstrated ability to leverage IT innovation to deliver measurable business results Strong written and oral communication skills Advanced Degree in information technology, engineering, or related field.
CISSP, ITIL, and/or PMP certifications desired but not required.
Familiarity with DOE/NNSA Cyber Security program and requirements.
Past management experience within DOE/NNSA or other national security federal programs such as DoD or the Intelligence community.
Upwardly mobile with an interest in being a succession candidate for the CIO.
Familiarity with business process re-engineering to include Six Sigma and/or Lean techniques.
Specific knowledge of Federal cyber security and risk management requirements with anemphasis on NIST Special Publications (i.
e.
800-53).
