Work hours, 8am to 4:30 pm, then as needed to work temporary events on weekends and after normal business hours.

Under the general supervision of the Environmental Health Supervisor or Deputy Director, this position is responsible for protecting the public from health and safety hazards by conducting field investigations, assisting in educational programs, enforcing environmental health laws of general sanitation and safety, and conducting inspections within assigned programs in the City of Amarillo and the Amarillo Area Public Health District.
Work is performed within established department guidelines and policies but requires independent judgment and initiative.
Employee must possess the ability to prioritize and schedule work, have excellent written and verbal skills, and the ability to work independently with minimal supervision.
Environmental Health Specialist I, Essential Responsibilities: Conducts pre-licensing, routine, and compliance inspections within the Department’s Food Hygiene program to ensure facilities are operating according to state law, city ordinance, and other rules and regulations.
Provides on-site training for Food Hygiene operators and employees on the manner of prevention of food and waterborne illnesses.
Conducts food and waterborne illness investigations within the scope of the Food Hygiene program.
Communicates environmental health information to others, conducting classes and training seminars.
Assists in pre-licensing, routine, and compliance inspections within the Department’s Group Care program.
Assists in necessary vector control measures to abate mosquito populations.
Assists in investigations of environmental health nuisances and general complaints from the public, community partners and City departments.
Prepares case files for citations in municipal and/or county court.
Prepares written reports to convey information in an accurate, coherent style.
Performs administrative duties as needed in the office, including answering phones, sending, and responding to emails, scheduling inspections, and entering data into various software programs.
Performs other job-related duties as assigned.
Environmental Health Specialist II, Essential Responsibilities: Meets all essential responsibilities required as an Environmental Health Specialist I.
Assists in pre-licensing, routine, and compliance inspections within the Department’s Recreational Water and program as assigned.
Provides on-site training for Recreational Water operators and employees on the prevention of waterborne illnesses and drownings as assigned.
Assists in construction reviews, installation, and compliance inspections within the Department’s On-Site Sewage Facility program as assigned.
Assists in conducting waterborne illness investigations within the scope of the Recreational Water and On-Site Sewage Facility programs as assigned.
Assists Environmental Health leadership in program implementation through policy and procedure development.
Assists in interviewing and training of new hires within various roles for the Department.
Eligible for Program Lead assignment, as available, and would assume and delegate responsibilities for management of a designated program.
Performs other job-related duties as assigned.
Environmental Health Specialist III, Essential Responsibilities: Meets all essential responsibilities required as an Environmental Health Specialist II Program specialization within the Food Hygiene, On-Site Sewage Facility, Recreational Water or Vector Control program, as assigned, is required.
Eligible for Program Lead assignment, as available, and would assume and delegate responsibilities for management of a designated program.
Assists in directing staff activities and on the job training.
Provides consultative assistance to Environmental Health program staff.
Conducts liaison activities with other agencies and groups demonstrating leadership abilities.
Performs technical investigations including epidemiological outbreaks and highly sensitive nuisance complaints.
Assists in Hazardous Material response by providing technical support and coordination.
Assists with preparation of Department budget by providing assigned program specific details.
Performs other job-related duties as assigned.
Knowledge, Skills, Abilities Some establishments may not be open until after 5 pm.
Majority of vector control work is done in the hours between 12:00 midnight and 7:00 a.
m.
, June through September.
Ability to operate computers for data entry and word processing.
Ability to operate technical equipment such as audio-visual equipment, test kits and all-terrain vehicles.
Strong verbal and written communication skill.
Ability to operate small office equipment, including copy machines or multi-line telephone systems.
Ability to provide education, training and/or supervision to other employees for assigned program responsibilities.
Licenses/Certification Required Qualifications Environment Health Specialist I: Graduated from an accredited college or university with a bachelor’s degree and at least 30 semester hours in basic or applied science.
Must pass the “Registered Sanitarian” examination administered by the Texas Department of Licensing & Regulation or the “Registered Environmental Health Specialist” examination administered by the National Environmental Health Association within the two years of employment.
Must obtain the following licenses/certifications within 6 months of employment: “Noncommercial/Political Pesticide Applicator”, certified “Instructor/Proctor” for Food Manager and Food Handler courses.
Valid Texas Driver’s License Required.
Environmental Health Specialist II: Meets all minimum requirements for an Environmental Health Specialist I.
Incumbent must obtain the “Designated Representative” license required by the Texas Commission on Environmental Quality (TCEQ) and/or obtain a “Certified Pool Operator” and “Certified Pool Inspector” certification as designated by the Director.
A minimum of two (2) years of relavent work experience is required.
Valid Texas Driver’s License is required.
Environmental Health Specialist III: Meets all minimum requirements for an Environmental Health Specialist II.
Incumbent must obtain a specialization license/training within the Food Hygiene, On-Site Sewage Facility, Recreational Water or Vector Control program, as designated by the Director, and have a minimum of three (3) years of relevant work experience.
A master’s degree in a relevant field of study can be substituted for a specialization license/training at the discretion of the Director.
Valid Texas Driver’s License Required.
