Manages and oversees a large group of professional, technical and administrative staff in the Vehicle Titles and Registration Division (VTR), Regional Services Section.
This position is involved in the implementation of state polices related to the registration and titling programs to be coordinated through the Regional Service Centers (RSCs).
Coordinates internal and external staff activities.
Performs advanced project management and technical assistance work.
Work involves planning, overseeing, implementing information resources projects, and establishing goals, objectives, guidelines, procedures, schedules, priorities and methods for achieving project goals, and training staff.
Work requires extensive contact with elected officials, general public, governmental agencies, the motor vehicle industry and private entities.
Plans, assigns, and supervises the work of others.
On-site field observations and evaluations of field operations in assigned RSCs.
Works under limited supervision with moderate latitude for the use of initiative and independent judgment.
Essential Duties Manages and consults with managers and supervisors on various statewide Regional Service Center projects, programs, and regional service center output numbers.
Conducts on-site field observations.
Oversees and establishes program goals and objectives, approves schedules, priorities and standards for achieving goals and directs program evaluation activities.
Manages the coordination, planning, training and scheduling of project activities based on division priorities, state mandates, legislation, and business and staffing requirements.
Manages and provides guidance to staff in the development and integration of new service delivery methods, procedures and technologies.
Acts as liaison with local, state, and federal agencies and provides technical assistance concerning RSC, VTR and TxDMV programs.
Monitors and presents to agency management the status, issues encountered, and solutions for resolving challenges of projects.
Oversees research and planning for the modernization of the operations, equipping and maintenance of service center facilities and services, and the purchase of services, including maintenance and interagency agreements and consultant contracts.
Administers vehicle title and registration policies, procedures, strategic and operational plans, processes, and standards.
Manages and executes special projects assigned by the Division or Section Director and Administration.
Oversees section activities, assigns projects and target dates, and monitors projects.
Reviews proposed legislation and assists in directing the implementation of legislation affecting the Section.
Assists the Section Director with rule development and implementation of administrative code affecting the Section.
Travels up to 25% of the time.
Travels by car and plane.
May include overnight travel.
May require working extended hours and some evenings and weekends, as needed.
Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
